Menifee Police Chief Dave Gutierrez was officially sworn in Tuesday afternoon during a ceremony at Menifee City Hall, marking a new chapter for the city’s police department.
City officials, family members and law enforcement leaders from across the region gathered to celebrate Gutierrez, who has served as acting chief since February following the departure of former Chief Chris Karrer.
Gutierrez has been with the Menifee Police Department since it launched in 2020, serving as one of the department’s original captains. During his 24-year law enforcement career, he has worked in patrol, investigations, traffic, professional standards and community policing. He is also a graduate of the FBI National Academy and the California Police Chiefs’ Executive Leadership Institute and is completing a master’s degree in public administration.
City Manager Armando Villa reflected on the early days of building the department, recalling how he first met Gutierrez before the Menifee Police Department was established.
“He saw the potential of the Menifee Police Department, and he wanted to be part of it,” Villa said. “He was very integral to the formation of our police department.”
Villa said Gutierrez helped shape the department’s culture from the beginning, particularly its focus on community policing and building relationships with residents.
Mayor Ricky Estrada also thanked Gutierrez and his family for their dedication to public service, calling the swearing-in a symbol of “new beginnings, hope and strength” for both the department and the city.
After taking the oath of office, Gutierrez thanked city leaders, his family and the members of the Menifee Police Department for their support.
“As your chief, my commitment to you is simple: I will lead with integrity, transparency and accountability,” Gutierrez said.
He said strengthening relationships throughout the community will remain one of his top priorities.
“I am committed to strengthening our partnerships with residents, businesses, schools, faith-based organizations, and community groups to ensure Menifee remains a safe place to live, work, visit and thrive,” Gutierrez said.
