City Council to hear two appeals of proposed industrial park

Wednesday’s 6 p.m. Menifee City Council meeting will include a public hearing in which the council will consider an appeal of an industrial/business park planned for Zeiders Road across from existing warehouse buildings.

The proposed Menifee Pemcor Business Park would be located within the Southern Gateway of the City’s designated Economic Development Corridor. The project developer is Pemcor, which is described on its LinkedIn site as an “Engineering procurement and electrical construction contractor for energy efficiency and renewable energy projects.”

The business park is proposed to be a development including 11 single-story buildings ranging in size from approximately 23,100 square feet to 37,840 square feet on 20 acres. According to the staff report, “The anticipated end users are expected to provide services ranging from industrial and manufacturing users to service commercial and offices (tenants are not known at this time). Each building includes two dock-high doors for a total of 22 for the entire project.”

The Planning Commission unanimously approved the plans, including the Environmental Impact Report (EIR), at its Nov. 12 meeting. Within a week, appeals of the decision had been filed by two environmental watchdog organizations.

One of the appeals to be heard during Wednesday’s public hearing will be from the Golden State Environmental Justice Analysis, based on Corona. According to the agenda document, the CSEJA appeal claims that “the Planning Commission erred in its decision to approve the project by determining the project would not result in further impacts on an already pollution-burdened citizenry.”

The other appeal will be from the Supporters Alliance for Environmental Responsibility (SAFER), an Oakland-based group that is well known for its many appeals of developments throughout the state, based on environmental concerns. The City staff report on the agenda item states that in its letter of appeal, SAFER claims “insufficient analysis of greenhouse gas mitigation measures” and “insufficient access to a vehicle miles traveled (VMT) analysis document.”

Also in the agenda document, City staff states although the Planning Commission’s adoption of a resolution certifying an EIR determined that the project would have a significant impact on the environment, “Mitigation measures were made as a condition of the approval of the project and a Mitigation Reporting or Monitoring Plan (MMRP) was adopted for this project. A Statement of Overriding Considerations was adopted for this project and findings were made pursuant to the provisions of CEQA. Following the project’s approval, a Notice of Determination (NOD) was filed with the Riverside County Clerk’s Office on Nov. 13, 2025.”

It is unclear how much detail of the mitigation measures will be discussed at the public hearing. Both appellants will be given the opportunity to present their case, as well as City staff that supports the project. Members of the public will also have the opportunity to comment on the project before council members discuss the project and make a decision on the appeals.

The public hearing will take place toward the latter part of the council meeting, following other council business. City Hall is located at 29844 Haun Road in Menifee.
