Former Menifee Planning Commissioner Randy Madrid has been charged with four felony counts following a public corruption investigation, it was announced today by the District Attorney’s Office.
As first reported here on Aug. 22, Madrid filed candidacy paperwork to run for Menifee City Council District 4 using residential addresses where he did not live, according to a press release by the DA’s Office. Election rules require a candidate to live in the district he represents. Madrid signed a candidate intention statement stating that the District 4 address he listed was true, “under penalty of perjury.”
Madrid faces four felony counts:
— Perjury on or about June 2, 2026
— Causing, procuring, or allowing false voter registration on or about June 2
— Perjury, on or about July 14, 2026
— Filing a false nomination or declaration of candidacy, on or about Aug. 5, 2026
Madrid, 73, surrendered at the DA’s Office on Sept. 10 and was booked at the Robert Pressley Detention Center, where he was released after posting $30,000 bail. He has an Oct. 23 court date to answer the charges.
If convicted on all counts, Madrid faces a maximum of five years in state prison.
“The case was initiated after investigators with the Riverside County District Attorney’s Office received an official complaint regarding Madrid’s residency status,” the press release stated. “A subsequent investigation determined that Madrid did not live within the City of Menifee, despite claiming to do so on his official registration and candidate filing paperwork.”
