Council extends military banner replacement guarantee to two years

Menifee families who participate in the city’s Military Banner Program will receive a longer replacement guarantee after the Menifee City Council approved a change Wednesday extending the guarantee from one year to two years.

The council voted 5-0 to approve the change, which was recommended by the Veterans and Military Families Advisory Committee following a review of the program.

The committee considered extending the standard two-year banner display period to four years but ultimately decided to keep the existing display period because of maintenance costs and concerns about limiting available locations for new applicants. The committee recommended extending the replacement guarantee to cover the full two years.

Under the updated policy, the city will repair or replace banners damaged or destroyed because of age, vandalism, accidents or acts of nature during the 24-month display period. 

“The odds and probability of your banner being damaged in year two is much higher than one,” Mayor Ricky Estrada said. “So, for us to now cover two, it makes more sense.”

The change is expected to cost the city less than $1,800 per fiscal year. 

The Military Banner Program was established in 2012 to recognize Menifee residents or their immediate family members who have served or are currently serving in the U.S. Armed Forces. 

The city currently has 184 banners displayed among 300 designated locations.
