At its Jan. 21 meeting, the Menifee City Council will consider a plot plan and Environmental Impact Report (EIR) for a proposed commercial/industrial business park in the Southern Gateway of the city’s economic development corridor.
The Menifee Pemcor Business Park is proposed to be a development including 11 single-story buildings ranging in size from approximately 23,100 square feet to 37,840 square feet on 20 acres. It would be located south of Scott Road on the west side of Zeiders Road, across the street from the Scott Road Commerce Center.
According to a public notice posted by the City of Menifee, “The anticipated end users are expected to provide services ranging from industrial and manufacturing users to service commercial and offices (tenants are not known at this time). Each building includes two dock-high doors for a total of 22 for the entire project.”
Pemcor is described on its LinkedIn site as an “Engineering procurement and electrical construction contractor for energy efficiency and renewable energy projects.”
According to the city’s public notice, the project and the EIR were approved by the Planning Commission on Nov. 12. A week later, the City of Menifee received two applications to appeal the decision, which now goes to the City Council.
A public review period for the Draft EIR was conducted from Sept. 2 until Oct. 16. The Draft EIR indicated the project would have “significant and unavoidable” green gas impact on the area. But the document also presented mitigation measures that would reduce the impacts to a level considered below the significance thresholds.
The Final EIR includes comments concerning methods of mitigation. According to the public notice, “Unlike the DEIR, comments on the FEIR are not required to be responded to by the City. If written comments are received, they will be provided to the City Council as part of the staff report for the Project. The DEIR and FEIR will be submitted to the City Council for requested certification and action on the Project.”

The public notice also states the following:
Any person wishing to comment on the proposed project may do so in writing between the date of this notice and the public hearing and be heard at the time and place noted above. All comments must be received prior to the time of the public hearing. All such comments will be submitted to the City Council, and the City Council will consider such comments, in addition to any oral testimony, before making a decision on the proposed project.
If this project is challenged in court, the issues may be limited to those raised at the public hearing, described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing. Be advised that as a result of public hearings and comment, the City Council may amend, in whole or in part, the proposed project. Accordingly, the designations, development standards, design or improvements, or any properties or lands within the boundaries of the proposed project, may be changed in a way other than specifically proposed.
