The Menifee City Council has called a special meeting for Tuesday night, apparently to make a change in the staff position of city manager.
A meeting agenda sent to the media and posted on the city's website late Friday afternoon lists a closed session, including an action item regarding the appointment of a city manager. An experienced government official with knowledge of the situation confirmed that a change in city managers will be made.
Bill Rawlings, Menifee's city manager since January of 2011, could not be reached for comment. Although Rawlings generally has been supported by current city council members, he has received criticism for his performance on some occasions, both by a council member and community members during public comments sessions of council meetings.
In addition, there has been speculation that changes in city staff would be made once the new city council, including newly elected Mayor Scott Mann and council member Greg August, takes office Dec. 4.
Rob Johnson, senior manager of community improvement and outreach, said when contacted Friday that he could not speculate on the reason for the meeting and had no comment because it involves a closed session.
Because the majority of the current city council has voiced support of Rawlings in the past, it seems unlikely the council would vote to fire him in its last meeting before a change in the council makeup. And according to section 2.08.100 of the Menifee Municipal Code, the city manager cannot be removed, other than for misconduct, within 90 days after a new council member takes office.
The most likely scenario, then, would be that Rawlings has asked to resign and will be replaced on an interim basis by an existing staff person until the new council can name a permanent replacement.
Rawlings previously was the director of redevelopment and housing for the city of Vista. He has nearly 25 years experience in municipal government. Rawlings replaced George Wentz, who resigned in April 2010 amidst a financial audit suggesting he may have authorized thousands of dollars in unwarranted payments to contractors.

ReplyDeleteTime to clean house, good bye Rawlings, Kuenzi & Kristjansson. Once a few more of the city staff are shown the door, we can get this city moving in the right direction. Sorry Mr Kuenzi, but it sounds like sour apples. How about just a simple congratulations to Mayor Scott Mann, Councilman Greg August and Councilman Wally Edgerton.
